I always take the público.
From Fajardo to Rio Piedras it always leaves right after the ferry since it fills up fast. In other words make sure you are in the front line to get off the ferry ...
To the terminal in Rio Piedras you can take a 50c bus from almost anywhere in the San Juan metropolitan area. If the público does not go all the way to 'Fajardo Playa', the público from Fajardo to Playa is another 75c.
Of course you could take a taxi, but that defeats the whole idea :)
