Just a thought...having been in the *just need a serious time out in a beautiful peaceful place* life spot before, I'd suggest you get a place to stay, somewhere like Villa Fulladoza or Casa Ensenada (or any of the good, inexpensive places, and there are a fair number, those were just off the top of my head), before using this as your first camp out adventure: suggestion - try camping at home or nearby first and find out if you like it, before making it your getaway vacation...unless you both have a great sense of humor for Murphy's Law.
Personally, I really love camping, and hugely enjoyed the campground at Flamenco, (but I've camped out for over 40 years and know a fair bit of the awesome and awkward). But as more than one of my friends say to me...MJ, you go camp all you like. I consider camping having to stay at a Holiday Inn.
To me, if you need a time out of pure peace and beach, which Culebra offers in abundance, I'd check into a room first.
Kokomo is cheaper than most spots, with a very cool view, but not the most tranquil due to its ferry dock location, unless you love to listen to really loud music welcoming in and bidding adios to the ferry folk while you are relaxing.
