one (ok two) reasons: wild cats and acacia, try the place that rents old VW things. Willy's?

Carlos Jeeps...I guess...since he rents every sort of Jeep I have ever seen...and a few I'd NEVER seen 'til he got them here!

I have a reservation with Carlos in February and my understanding is that it was a 2007 Jeep WRANGLER when I booked it.

The VW things can be rented from Dick & Cathie Jeep Rental. The most prevalent type of Jeep is the Samurai - but most of the fleets are old and the tops aren't operable. You get plenty of breeze from the windows and back window, tho'. The good news is that there aren't many places that take more than 10-15 minutes to get to, so the usual concern is how many can fit into the car.

I rented from Carlos jeep rental in December, a brand new Wrangler (200 miles) with a soft top that was relatively easy to take off. My only caution is to watch out for the quick but heavy rain showers that can happen almost without notice. We got stuck in a brief shower (maybe 3 or 4 minutes) with the top off and by the time we got it back on it was very slightly damp inside. When I say very slightly I'm not exaggerating, it was barely noticeable. It happaned to be our last day and when we returned the jeep about an hour later I was given a really hard time about it. I was less than impressed with the way it was handled, the manner in which I was spoken to and I was charged a little extra which I didn't agree with. Thankfully, the airport is so small that the kind folks on Air Flamenco waited for me while the car rentla employee busted my chops. I understand their policy with regard to taking excellent care of their vehicles, but in this instance my opinion is that it was simply a way to make a few extras bucks. A disappointing end to an otherwise wonderful experience, but I would rent from them again simply because the jeep itself was awesome. Best of luck.

I know this sounds counter-intuitive, but part of the "vibe" of Culebra is being away from my shiney car and putt-putting about in my little old jeep with no frills and the wind in my face. It's a time warp and it rocks!
