hi! if you read about culebra in fodor's or lonely planet, it's just not known for surfing. there are places on the main island that do offer surfing year round. i've heard that the east coast of p.r. has a cool surfing community. BUT culebra is so beautiful, it is worth heading there for the snorkeling, relaxation and the crystal clear beaches. enjoy!
