I'm not a boater beyond smaller power boats but we did rent a powerboat for a couple of days when we visited last Feb. I recall bouys that you could tie off to at one of the snorkeling spots called Melones. If you tied off there as we saw other yachts and sailboats doing, it would place you just around a small point from the ferry dock. If you click on the "MAPS" icon to the left on this web page the bouys I refering to would be just off shore of the "O" in "Ocean View". From there you could take your dinghy into town to rent a car and shop etcetera. The car rental places are at the airport but it is all very close.

Having said that, the main harbor isn't all that busy but it would mean that, to visit Louis Pena, you'd have to go out and around the island to get there.

We visited Culebrita with our little boat bit didn't venture around to the mouth of the main bay there. I hear that care is needed entering since it can be treacherous if you miss the channel. We simply anchored off the west side and walked over. If you are in a larger boat you should, by all means try for the bouys in the protected main bay (where there's an anchor on the little map to the left). There will be very few if any other peole there and it is a HUGE beach. Wonderful. Here's a link that will show a motor yacht approaching the bouy at the center of the beach at Culebrita.

The entrance to the bay is to the right of the small island in the distance.

You'll find Culebra quiet, relaxing and rustic compared to STJ and STT.
