I'm not speaking from first-hand knowledge, but everything that I've seen written in this forum indicates that rental car contracts from the big island of Puerto Rico specifically include a clause that nullifies your insurance if you take the rental on the ferry. From talking with my friends who live on Culebra, there are other issues, as well. The fare is expensive, although I can't recall how much. Additionally, I believe they told me that commercial vehicles have first priority, leaving open the possibility for being bumped. Seems like a lot of problems. I'd look at the difference in price to split the rentals between PR and Culebra and weigh the cost vs. the hassle and liability involved. Remember that comfortable publicos are available to take you to the Fajardo and back from San Juan. (I used Padin (787) 644-3091 ). If you're not taking too much stuff, the flight from SJU or Isla Grande is even better.
