Vieques/Culebra questions - please help

We are a group of 3 (so far) graduate students from the US. We will be visiting Vieques for a week to volunteer with the humane society. One traveler's family is extremely displeased about this and keeps trying to dissuade her from going. They feel that Puerto Rico is unsafe and found some website that quoted Vieques as having the second highest violent crime rate in the entire United States, behind only Washington, DC. Please reassure me that this isn't true so I can reassure my traveling companion!

Also, I am seeking opportunities to deep sea fish from Vieques. The only charter service with a presence online no longer offers deep sea fishing; flats only. Are there local captains that I can arrange this with once we arrive?

Totally wrong, Vieques is a peaceful island, with some problems like the rest of P.R. You can walk, ride a car, a motor bike with relax. I do not know where that person gets the idea that Vieques is second to DC.
Come along and enjoy.
About the deep sea fishing, you may find enough charters in Fajardo, not in Vieques. However, you may have good money in your pocket to do that.
You should check in Puerto del Rey, Hotel el Conquistador, and Palmas del Mar. The ones I have seen have 38 to 44 foot power boats, and the charge should be near 180.00/200.00 per person, with a minimum of persons of course. The ride to the south of Vieques waters may take about 50 minutes from Fajardo, and little less from Palmas del Mar.
