February is one of the driest months on Culebra. This month just a few passing showers have occurred. If it rains it usually passes in 15 minutes.
Re: cash. The vendors accept cash at the beach kiosks although one or two accept plastic. Food at kiosks runs $2.50 for a chicken pincho, $2 or a beer and up to $10 for fresh fish. In town all establishments accept visa/mc. There is a bank near ferry dock with a 24 hour cash machine so you can replenish your cash there. The fee is $2.50 per withdrawal. I dont usually carry that much cash around.
