how old is this person that is being sought? Is she an adult? Does the poster have a right to track her?

Do we know the intent of the poster?

she is 30, blonde hair thin,ish. 5 ft 7. and could be turning tricks for drugs. see needs to get back to nyc and rehab. thank you
