Thanksgiving not the busy season?
True, Sept-Nov isn't the busy season, but on holidays all bets are off.
It's all relative, I suppose, because Culebra is not Times Square. But holiday weeks are the busiest weeks in Culebra just like any other place in the world.
If you are camping, go down all the way to Section E. You'll be arriving at a fairly crowded time, but you WILL get a place to pitch your tent. Rarely (if ever) is anyone turned away. They can fit a LOT of tents at Flamenco! Be prepared for a noise and even some rowdiness on Thurs through Sat nights. As I always say, bring earplugs and a sense of humor. The campground can be a festive place during holidays!
Your driver's license is fine. Going to Puerto Rico is exactly like going to one of the 50 states. No customs.
