I see that Culebra now has (environmentally-friendly) golf carts for rent. Any thoughts on how useful/safe they would be for basic transportation?

One Culebra resident has been using one exclusively for his transportation for years. They are both: useful and safe :)

Actually, the golf carts are no longer for rent. There are low gas usage golf cart *like* vehicles that seem to be very popular though.The electric golf carts, apparently, couldn't quite stand up to multi-people (at once) usage over time.

At least three, maybe a couple more people own golf carts here for personal use however. They get to the beaches, including Zoni, just fine in them and report huge satisfaction with their quiet, efficient means of transpo. Wish they were required!!

No problem Mort. Since you used them to tee up charcoal for your bbq and they were pretty nasty, I'd suggest just using the old Hefty bag and carrying them with your snorkling gear. With wheels. Easy. I'll find you an old lady cart if you MUST be coddled.
