Vicki, we dove Carlos Rosario from a boat so we didn't have to deal with the logistics of taking the gear there. We rented our tanks from the hardware store past the mini mas. I really enjoyed chatting with the woman there about their reef conservation efforts. If you have a chance, you might want to do the same. I think she was one of the owners.
If it's not too rough, try to get toward the south point of Punta Soldado. Good spot for spotting octopus if you're interested. We learned from captain Bill that if you see groupings of small dead conchs under a ledge or entrance to a hole, that it is most likely a home to an octopus. Punta Soldado is also one of the areas where they are trying to rebuild the reefs, and you can see the piles of Elkhorn all over. I'm interested to find out more information on the strategy behind what they are doing.
There is also great diving around the mooring balls just south of the landfill. (But in the water of course). Our first dive with Culebra Divers was at "the arch". It's a good relaxing dive and worth seeing. Mort is right, boat diving is pretty rushed. We were way off the no-deco charts because we didn't have enough surface interval.
9 days! I just got back but I'm still jealous. I posted some information about our trip on the "whatever happened to Trent" thread. I'll elaborate more on another thread. Our favorite beach, by far, was on Culebrita. I just can't imagine anything better.
I extend to you my greatest wishes on an excellent visit! Trent.
