First... Diving is always better than snorkeling, all things being equal. That being said, I feel that the snorkeling experience in Culebra is nearly as good. And it's a LOT cheaper.

Diving is probably $70 per person, plus any rental equipment, plus tips. For a family, that's hundreds of dollars a day. Snorkeling is free.

I've snorkeled many places around the world, and I enjoyed Carlos Rosario as much or more than anywhere. But the diving is not nearly on par with the best places in the world.

Hence my family decided to snorkel instead of dive.

If you snorkel at Carlos Rosario, which is across the hill from Flamenco Beach (keep going on the trail past the first beach all the way to the second), the snorkeling is fantastic... Lots of coral heads, a good amount of fish, and nice variety of things to see, especially if you head out toward the mooring balls. And it's fun to go out to the point on the left, if the water isn't rough.

You'll love it.
