If you look closely at the reporting station, you'll notice that it is Roosevelt Roads which is near Fajardo. Because of ocean currents, most of RR's weather passes north of Culebra. It takes an untypical weather front to get any sustained rain on the island. Such a weather pattern occurred last November, and when I visited over the holidays it had caused the greenest vegetation I have ever seen. But talking with locals and my own observations from 7 prior visits convinces me of the rarity of this pattern. Hope this helps.
