I have never seen FURA at sea or the police require from anyone to see if they possess a fishing license in PR. However, there is a law that was passed in Feb. 2004 that states "... all persons fishing for recreational purposes in jurisdictional waters of Puerto Rico must possess the required license issued by the Secretary..." as stated in Regulation #6768 of the Department of Natural and Environmental Resources. It also says that if you are with a fishing outfit on a charter boat you don't need a license as long as the owner is with you. If you fish in any of the man made lakes in PR such as Dos Bocas , you also need a permit from the electric company. It' s a bit complicated isn't it??? Welcome to Puerto Rico!!! There are a couple of sites to get info ( such as www.caribbeanfmc.com) but of course the main one that should tell you all this is the PR tourism company website, gotopuertorico.com and it does not offer any info about fishing licenses. You can call the Department of Resources, Aquatic Resources Education, 787-724-8774, Ext. 445 or Ext 284 and maybe someone that speaks English can answer your questions. Happy travels! J
