Fishing and Boating in Culebra?

My husband and I are planning a trip to Puerto Rico in late Sept./early Oct. We've never been before and have been trying to decide exactly where to go. Culebra sounds like our kind of island -- laid back, not too many people, no big resorts, etc.

We do want to do a guided fishing trip one day, but for the rest of our stay, where can we fish? Is fishing allowed off of beaches and docks? Are there boat rentals besides dinghies? We would love to rent a small boat and be able to go out and fish. Is this possible on Culebra? If not, any suggestions for where we might want to stay in Puerto Rico? (No place that's big, busy or crowded.) We don't mind things like power outages, stores/restaurants running out of things, etc., as long as we can fish. :)

The fishing in Culebra is great. I think you need a license, which I have never seen enforced. You can join the locals on the muelle (dock) or go to remote beaches.

The dinghies will get you were you need to go. Currently no other boatrental that I know of.

Licenses are enforced. Also peruse a map that shows the restricted areas of the FWS preserves. No fishing allowed there.

Thanks! I'm glad to hear the fishing's good, because I really want to go to Culebra.

I've been searching and searching but can't seem to find information about where you can and can't fish, limits, protected species of fish, etc. Also where to get licenses? Can anyone point me in the right direction to find this information?

And, I hope this isn't a really dumb question, but here goes -- are all the dinghies inflatable? Can you fish from those?

what the heck did happen to the USDA/Fish and Wildlife staffer that used to post here? and why can't I remember her name?

She sounded cool. It's been a while. I have my guesses regarding Fed funding, but I don't want to get into partisan arguments.

I asked this a few months ago - no answer.

Her name is Teresa and she retired (she still posts sometimes though, and she's still cool!)

This is from an article in the NYT's from April 2007. I couldn't find the current status, but I'd think a call to Fish and Wildlife or Chris Goldmark, our local fisherman guide (listed on this forum, do a search) would have an answer (a year here could mean...longer than a year in real world time)

Puerto Rico requires no license for saltwater fishing, but that will change within a year, according to the Puerto Rico Department of Natural and Environmental Resources. A seven-day license will be $7 for United States citizens who are not residents of Puerto Rico.

I'm not aware of the enforcement efforts, but am aware of the publicity that was put out last year when the licenses were announced. I have no inside scoop.

The law was in effect for some time before that. I think it just made the news in Culebra last year ;)

Hola! Have some of you read this document? It refers to commercial fishing or for business purposes . We have gone fishing many times in PR , at the beach, from a pier, from a bridge, from a dingy and you don't need a license like you do in the US in order to throw a bait and hook into the water. Even if you charter a boat or go with a formal fishing outfit you still don't need a license. I can just picture some of you guys going into the sports department at the local Walmart in PR and asking to purchase a fishing license, LOL!!!! Better yet, trying to track down someone from the PR Department of Natural Resources to ask this question. It is important however, to find out the size of some fish or crustaceans allowed to keep as you can get fined for catch of prohibited size or type. Also, there is something called "La Veda" which means you can't fish certain crustaceans during certain months of the year, for example conch and crabs can not be fished during the months of June, July and August. I have never seen FURA at sea or the police require from anyone to see if they possess a fishing license in PR. However, there is a law that was passed in Feb. 2004 that states "... all persons fishing for recreational purposes in jurisdictional waters of Puerto Rico must possess the required license issued by the Secretary..." as stated in Regulation #6768 of the Department of Natural and Environmental Resources. It also says that if you are with a fishing outfit on a charter boat you don't need a license as long as the owner is with you. If you fish in any of the man made lakes in PR such as Dos Bocas , you also need a permit from the electric company. It' s a bit complicated isn't it??? Welcome to Puerto Rico!!! There are a couple of sites to get info ( such as www.caribbeanfmc.com) but of course the main one that should tell you all this is the PR tourism company website, gotopuertorico.com and it does not offer any info about fishing licenses. You can call the Department of Resources, Aquatic Resources Education, 787-724-8774, Ext. 445 or Ext 284 and maybe someone that speaks English can answer your questions. Happy travels! J
