Culebra has a reputation of being one of the safest anchorages in the region for boats (duh - boats - what else anchors) during a bad storm, mostly due to the reefs at the entrance of the harbor.
ask others, but it seems like the more extreme weather goes North or South of there for some reason. Not that it won't get drenched at a time like that, but given recent patterns I'd be more worried on Cuba, the DR, the coast around Honduras or Southern Florida.
if you're truly worried about being stranded for a day or two, get travel insurance, stock up and have a party.
