The water taxi we took over to Luis Pena cost $25 per person, round trip. I'm guessing St. Thomas would be a little more, but I highly recommend it. The service was really friendly and it was great to get out in a boat. Just make sure you call a couple days ahead and reserve the time that you want to go. There are only a couple water taxi's and they can get booked up.

Another option would be to do an air charter on Air Flamenco or Culebra Air. I don't know the cost but you could contact them.

I had a great time sailing over to St. Thomas and back but I did need 2 days to go. I had my own cabin and my children shared a room. The rate that they charged me to travel over 24 hour was $150.00 per person including meals and stopovers. Had a blast and bought some things really cheap.
worked out cheaper than flying and stay at a hotel.
