I hate to be discouraging but an inexpnsive villa on the ocean for a one week rental at that time of year probably doesn't exist and if it did, it would be reserved by now. Your best bet will be to see what's available by contacting Vacation Planners http://www.allvacationreservations.com. I don't know if there is direct URL which will take you to the Culebra pages.
