depends on a few things...

you can snorkel & enjoy pretty beach and swimming at both.

culebrita has more of the wow factor visually but also is usually much more crowded. you can also hike up to the lighthouse, although I've never done it.

i like luis pena because it has less (if any) people on it & you can kayak there pretty easily. also the swimming is more kid friendly.

In my experience, you are more likely to see turtles in Tortuga Bay on Culebrita (must be why they named it, thusly). I have spotted nurse sharks on both cayos. Better coral and bio-diversity at Luis Pena. Cool views of Culebra, BVI, and the U.S. Virgins from the lighthouse. More solitude on LP, except for the beach on the north shore. Check out both, if you can.
