Hi. My boyfriend and I were just in Culebra for Spring Break at the end of march! If you are going to San Juan from Culebra, I'd say take the ferry. The fare is cheap. I think it was like $2.25 oneway per person. Then in Fajardo take a taxi to San Juan for $60.00 (I can't remember exactly but it was no more than that!) Oh yeah, and that was for two people plus luggage. This was the cheapest way we found and it gives you a chance to see the beautiful country of Puerto Rico on the way. It should only be about a 45 minute drive, unless your in traffic like we were and it was 1 hr 20 minutes (rush hour). Flying is a good idea and saves time, but it's more expensive. But if you get the chance stay a night in Viequez and see the bioluminescents! It's amazing! No words can describe it! Good Luck and I hope you enjoy it as much as we did!
P.S. There is a fast ferry from San Juan to Culebra and Viequez. Check the times and docking locations. They run Thursday-Sunday!
