I am going to Culebra in just under 2 weeks (can't wait) and did a lot of research on accommodations. The cheapest that I found that looked good (actually great, except no a/c), was Villa Fulladosa. It is $65/night and has private bath, A/C, kitchenette. It was booked so I ended up at Villa Boheme, where the cheapest rooms are $95/nt. These are just next to each other and I hear it is about a 8-10 minute walk to town from there.
