I just got back from culebra too. We aaccidently double-tipped the first time we were at Mamacita's, not realizing they always add 15%. We noticed it next time we went-- says it on the menu-- as policy. Of course it detracts from the incentive-based system that is tipping, and will likely lower the quality of service. But it is on the menu.
