Sometimes it depends on the weather. If there is a strong NE swell they might not be willing to take you to Tortuga Beach (where you want to go). On the other hand if it is easy to get into that beach, You might not enjoy solitude. Especially on weekends the power boats like to use the moorings in there.
So either way, the usual practice of the water taxis to drop you on the near side of Culebrita is not such a bad one! That beach is always deserted except maybe a couple of idyllic sailboats. The walk over to Tortuga is short and the captain of the taxi will be able to tell you whether it is crowded or not (chances are if your ride to Culebrita was rough you will enjoy solitude :))
