Gosh, I would estimate that from the Airport to Culebra Beach villas is more like a 45 minute walk, and once you turn off the main road onto the dirt road to Culebra Beach Villas it is VERY dark, so you would not want to walk this at night b/c oncoming cars cannot see you.
Also, when we were there, the dirt road was in terrible condition from the rain and ascooter would not have worked at all.
If you do not want to rent a car, I recommend walking over to the public beach from CBVs and getting a taxi (which is more like a bus).
