i recently went to culebra, so i can help you out. air flamenco is not flying passenger flights to culebra anymore, only charter flights. but you should try vieques air who has 2 flights a day to culebra..

also if you are taking the ferry, the morning ferry is the only one that goes on time. they are running cargo ferries only as the passenger ferry dock at culebra is broken due to the hurricane..
