We just returned from Culebra on Saturday and after camping for a week. We had very little problems with mosquitoes or other insects. We only got 5 or 6 bites between the 4 of us. I am sure that this has a lot to do with the drought and the lack of standing water on the island currently. I am sure that the mosquitoes can get fairly bad.
Culebra has everything you need so I wouldn't worry about bringing anything from the states.
