best bet - hit the dive shop on the ferry plaza or the gift shop on the way to the beach, some car rental places also will rent snorkel.

I don't recall anybody ON Flamenco...

when you get to Rosario, keep going at least halfway up the beach,,, there's a fantastic coral bowl to explore filled with parrot fish etc.
