My husband and I just returned from Culebra. We did a ton of snorkeling right off the island beaches - best spot are Tamarindo and Carlos Rosario beaches accessed by foot path from the parking lot at Flamenco Beach. We also did a day trip to Culebrita Island by water taxi with Luis (from Culebra Ocean View Guest House). He is Coast Guard certified captain and drops you off at Culebrita Island in the morning and picks you up in the afternoon. Tel: 787.360.9807
Culebrita Island has a beautiful reef right off the beach and some fun short hikes over to Tortuga Beach and a light house. We brought our own snorkel gear, so if you don't bring your own, ask Luis if he has some to rent. If he doesn't, he'll know where to get it.
