scooters are more fun altho you can't carry as much as you can with a jeep and you don't have any relief if it rains.

the remote beaches i've been to in culebra need hiking or boating, not scooters. and it's not like vieques where you need jeeps to use the rough military-made roads heading east and west.

richard above me is right in that it just comes down to comfort.
