One place which I consider a serious contender with Culebra is Bequia. The upside at Bequia is that fresh fruit and vegetables are easily available at reasonable prices. The beach is easier to get to than Flamenco but not as attractive. The downside is that, as far as we can tell, there isn't any snorkelling and it's a bit more expensive to get here (but almost as difficult at Culebra).
