Hey Michael, I will also be in Culebra around the same time. I will be their from January 13th through the 16th at the Casa Enseneda Guesthouse. The publicos will take you into town, restaurants and Flamenco Beach. but it is difficult to take cabs or publicos to remote places. Since some of the beaches and snorkeling sights are remote some are served better going by foot and others you will need a car. If you want to visit Zoni Beach, this will require a car since most taxis or publicos don't like to make the trip since they will probably not have a return fare coming back to town. It won't be necessary to rent a car for your entire stay but I would rent from Carlos since he has the most dependable fleet of cars. I have taken water taxis to Culebrita but that is the extent of my experience on a water taxi.
