it seems like every time I've flown from SJ to Culebra and back, we made a quick stop on Vieques, call the numbers under "Transport" on this site (be patient - usu. the check-in clerk also handles the gate downstairs) I'm sure something can be arranged.

It also seems like the airlines help each other out during peak demand, so don't be surprised if you book on one and actually fly another.
