My Goodnes what is the complication? there is a ferry that travels very early in the morning from Vieques to Culebra and vice versa. once you are in one of the islands find out, plus you will be travelling with the real people of Puerto Rico not like a secluded tourist. once in a country do as the countrhy people do and then you can say that you visited the country call me for advise at 787 432-1572 and I can forward names and good people that can help you out in Vieques
