Thanks so much for your dilligence!

Unfortunately I just spoke to someone at Block Island Ferry (their website is connected to Island Hi Speed Ferry). He said that they purchased the boat and it will not be running in Puerto Rico this winter.

I am really bummed because this boat was holding my trip together. If anyone knows of any alternative I would love to hear about it. I only have one week and am looking to avoid taking the ferry from Fajardo -> Culebra -> Fajardo -> Vieques so I can see both islands. The Wed ferry does not fit into my schedule...
