I just came back from Culebra and Vieques on Nov.2. My husband and I stayed in Villa Fulladosa (Culebra) and Sea Gate (Vieques). Villa Fulladosa has a lot of cats (maybe more than 6) and Sea Gate has a lot of horses and dogs. If you like animals, it is fine. But, I was not used to the smell of cats at Fulladosa. The horseback riding tour in the Sea Gate was very fun ($65 per person for a 2 hour ride). (went to town, top of hill to see beautiful views of Culebra and St. Tomas from Vieques, beach with Sunset). Both have kitchens.
You may need a jeep in Vieques since it is a lot bigger than Culebra. Both places are $65-70. We stayed on the 3rd floor of Sea Gate (nice views and breeze) When I was there, there were a lot of mosquitoes, especially in Culebra. Apparently it had rained for 6 straight days before we got there.
We recommend that you visit Culebrita if you get the chance. But take along plenty of Deet because otherwise the mosquitoes will eat you alive. If you can arrange water transportation to the other side of Culebrita, Tortuga Beach is a true paradise. DO NOT attempt to take the hiking path to the other side (to get to Tortuga). If the swarm of mosquitoes don't get you first, the thorny overgrown brush will. We got the full brunt of both.
The sunset is nice to view from the deck of Mar Azul (a bar) near the Vieques ferry. Happy hour is from 5-7 PM. Medalla beer is $1 each. We drank quite a few!
