I just came back from Culebra. It does not rain the whole day. It's usully early evening for 5-10 min. But right now, there are a lot of mosquitos due to rains. Culebrita has more mosuquitos and you may stay away from the island. (But Tortuga Beach is better than Flamenco Beach.)
