Hi Noelle,
We been to Culebra twice and rented two houses and stayed at Bahia Marina. My husband and I both said if we ever took our kids (ages 5 &9) to Culebra we would definitely stay at Bahia Marina. It is clean and there is a nice pool for those times when you are a little tired of the beach. What would be great for you is that they also have a "wading" pool, which would be perfect for your 2 year old. The units have kitchenettes, there is a bar & grill and also a nicer restaurant on site, and it isn't too far a drive into town.
