Cargo Ferry HELP!!!!!!

Hello, today I found out that the regular passenger ferry was all booked for thursday July 27. I was wondering if anyone knows if the cargo ferry allows passengers even if we are not bringing a car in the ferry. And if so how many people are they able to fit? I would really appreciate an answer.
