Right up front, let me say I am not 100% sure of the following information ... and hopefully somebody else with more knowledge can provide further details.
I believe that fence was erected to prevent people from hiking in the area to the RIGHT of the trail to Rosario. In this area there are many, many unexploded ordinaces from the military exercises that took place years ago on the island.
If you stay on the trail, you will have no problems whatsoever. Thousands of folks have made this hike, it's safe yet strenuous!
