In regards to leaving your belongings at the beach while you explore other beaches, I can say that, while the overall crime rate in the island is relatively non-existant, the high volume of tourist traffic to Falmenco Beach exposes you to higher chances of loosing some of your stuff. These individuals do not represent the good-natured residents of Culebra who have much more respect and consideration of its tourists.
Publicos will drive you to where ever you would like to go, yet the fact that deviating from the money routes will require that you compensate for their loses. This is not a standards with all publicos, since many areas of the island are not easily accessible and will require small, off-road equipped vehicles to reach your destination. Thus renting a small Samurai from one of the many rental locations will be the best and most convenient way to travel and explore the best and most secluded diving spots on the island.
I have found that the best days to visit the island is on weedays, If I am looking for tranquility and smaller crowds.
Hope you have a good visit there.
