Isla Nena Air

Hi ~ Has anyone out there used the Isla Nena serivces from San Juan to Culebra? We read a note that they may only fly on demand. Does that mean that if we book with them, they could cancel our flight after we arrive and we would have to scramble to get out of Puerto Rico another way? Would love to hear from anyone who has used this service and what they thought.
