I am glad to hear this. Many people in my family own and operate small business, so I always go to the locals first.
As for the 25 age limit, you are correct in asserting that it isn't isolated to Culebra. However, all the major rental companies offer solutions for drivers over the age of 21, whether there be an additional surcharge, or a restriction to the type of vehicle that can be rented. Jerry's and the other's exclude the under 25 group alltogether. Probably a smart move for insurance and liability purposes, but it sucks for me.
