I don't think you can find a nice place for the price you are looking for. I think on the lower end of the scale, most decent places will run you about $70/night.
You can fly from San Juan International, but airfare is usually more expensive than flying from Isla Grande airport, which is about 15 minutes away from SJU. There is a fast ferry that leaves from San Juan, their link is at the top, but I believe they only go once a day. Or you can go to Fajardo and catch the regular ferry.
