Absolutely correct. Apparently there used to be a restaurant there (Rick's?) but no more. The hands-off attitude of the staff is great for privacy but not so great if you need help. Rent a car without a doubt. Tamarindo is not the cheap way to see Culebra but it is certainly nice.
