If you go by boat, go to the most rear part of the boat, there you will feel less movement.
I do not think there is a connection between the two islands,
At least by plane. And any boat in Culebra who offers that ride ... I will not trust it, unless it is a boat that at simple sight looks safe, and has all the safety requirements and licences. Remember if you go by private boat, you have to clear customs at St. Thomas, and in Culebra when you return, all by yourself.
You can go to Fajardo, and take a plane there, and you can find boats there too, but beleive me you need very good money to go that way.
