IMHO If you have an open mind and are a good traveller, Culebra will be a wonderful and and life changing experience. I have been many places and I believe Culebrensas are among the warmest and friendliest people in the world.
If you are demanding and whiney, I would say stick with cruise ships or all inclusive resorts.
