It cost us under $10 each to get to Fajardo taking the publicos (shared taxis), so it's the cheapest but not the easiest option. We took a bus from Old San Juan to Rio Piedras, then publico to Fajardo, then 2nd publico to Fajardo ferrydock. That all took a little over 3 hours.
