Just pulled out my trusty AAA map of Caribbean, Central and South America, and indeed, the main highway is Route 3. The road I referred to is not identified, but intersects Rte. 3 at Rio Grand and rejoins it in Isla Verde. The map also reminds me that it isn't Luiza, but LOIZA. Like I said, that was a while back.
