When we were in Culebra last month we looked at the Beach House closely and liked it very much. As noted above, it's near to some very good snorkeling. The beach itself is not really a "beach" in that it's not sandy. I don't know if you would want to just swim there as there were a fair number of sea urchins. On the other hand the units are very nice - we think we will rent there next year.
I'm not sure either one is better than the other. It seemed to us that the one on the side away from town (can't remember if that's east or west) would have a bit more sunlight. On the other hand, the other one might have a bit more privacy.
